Villalobos posted an ad in last week's Tico Times saying he will pay everyone if the government drop the charges which he said are all made up.

I think he's full of shit. That's a misdirection play by Villalobos to keep the "investors" confused as to who is at fault and who the bad guys are in this situation. The truth is that Villalobos stole the money, and the government was in on it up to their eyesballs. He paid off the people he had to, and screwed those who were "screwable"...the foreigners. You don't hear any Ticos bitching about getting ripped off, do you?

The thing is, he doesn't need CR to pay the money back, if that was what he wanted to do. Obviously, the money isn't in CR. He could call up the depositors and tell them to come to Managua or Switzerland to pick up their settlement. I know guys that would be thrilled with 10 cents on the dollar at this point.

This "saint" has taken care of the people he needed to, and those who are screwable get stiffed. That's it.

THERE IS ABSOLUTELY NOTHING STOPPING THIS MAN FROM PAYING PEOPLE BACK THEIR "BORROWED" MONEY IF HE WANTED TO DO SO!!!

It just pisses me off when no one realizes that there's nothing stopping this thief from giving the money back, if that's what he wanted to do. Everyone just assumes that they need Costa Rica to be involved to get the money paid back, and that's not the case.

But Trust me....it is not that easy.
There has to be a huge banking structure to star paying people,,,,since 9/11 terrorist attacks banking and moving money all arround the world is so difficult right now. These guy´s were paying arround 9 millon bucks a month only in interes...
If I were Luis Enrique I wouldnt pay neither....since everybody is trying to find out how the hell he paid 3% a month for the last 20 years.....I Wont reveal the source by paying. Im sure as soon as he built the proper structure to pay,he will honor his word ...but..we will see,

And what were they going to pay everyone with? The deposits of new investors? It was a ponzi sceme, RIO. These guys weren't doing anything with the money that would make it possible to pay a return of 3% am month. It was a scam that HAD to end sometime. When his offices were "raided" by CR authorities, that gave him the excuse he needed to disappear with the money and put the blame on someone else. It was a misdirection play. If he wanted to pay the money back, he could do that easily. And many investors would gladly take 5 cents on the dollar at this point (because their "investment" is worth nothing). Villalobos does not need Costa Rica to pay the money back. He could wire money straight from his Swiss bank accounts.

He's holed up in Nicaragua, BTW.
